How to Design a Chatbot? Chat Flow, Information Source and Human Support
Chatbot design starts with defining the task the user wants to solve before adding a chat box. Define the scope with a narrow set of questions, write down the source of information on which the answer will be based, and design what happens when the system cannot provide an answer. Success is evaluated not only by producing fluent sentences but by completing the correct task reliably.

Set up the conversation from user intent
For example, querying cargo status and explaining return conditions require different data and authority. Do not ask the user for information that is not really necessary. Clearly state the boundaries between an actionable bot and a document-only responsive bot. Instead of guessing at unknown situations, add a way to ask for clarification or reach human support.
Microsoft Copilot Studio documentation describes topics as streams that describe a part of conversation. Nodes such as message, question, condition, and transfer to another topic or person can be parts of this flow. This product example does not mean that every chatbot should use the same tool or the same paid plan.
Prepare an original scenario card
| Question | control |
|---|---|
| User intent | Write the question and the expected task in one sentence |
| Information source | Record document owner, update date and access scope |
| success | Define acceptance condition with correct result |
| no response | Set clarification question or human support path |
This table is not a mandatory schema of a product. For example, the answer to the working hours question must come from an approved corporate source; If the bot does not know the holiday date information, it must state it clearly. Check whether the intention and outcome remain consistent by asking the same question in different phrases.
Test answers and action permissions separately
A correctly formed answer whose source is not up to date may still be wrong. Keep the question, resource used, result, and expected behavior together in test logs. Also check that confidential information or records belonging to another user are not displayed. Start with fictional examples rather than real customer data; Limit connection and tool privileges by task.
For tool selection, see chatbot design tools guide . For systems that act on behalf of users, AI agent security is also important. Once published, the owner of the information, the person responsible for maintenance, and the means of correction must be identified; Testing once does not guarantee permanent accuracy.
